Government of India Act 1919 

The Provincial Diarchy System was established in India by the Montagu-Chelmsford Act (Reform) i.e. Government of India Act 1919 . It was a system in which the governor administered the administration through  councilors nominated by him and the transferred subjects were administered by the elected members.

                        During the First World War, there was propaganda by Britain and its allies that they were fighting for their national independence. "War promotes nationalism." Great help was given to England by the Indians during the war and the Indian soldiers in the area earned great glory by showing amazing valor during the war. British Prime Minister Lloyd George had said - this fight is being fought for the purpose of national independence and democracy and the principle of self-determination will be applied to the eastern countries. 

  In this state of mind, many plans for legislative reform were being considered in the future. The Congress League Reform Plan was first prepared  in 1916 AD .

      Montagu's Declaration - August 20, 1917 Since the time of the Great War, the ever-changing circumstances forced the British government to announce significant changes in the Indian administrative system.

(1) The purpose of British rule is to establish responsible government in India. 

(2) Establishment of responsible government is possible only through gradual development. 

(3)  The work of moving forward in this direction by the British Government will be done on the basis of the cooperation given by the Indian people in this regard and the recognition of the accountable. 

provisions of the act

(1) in India Provincial dyarchy system in India was established in India. It was a system in which the government was administered by nominated councilors and elected members. The governor still remained the head of the provincial administration.

(2) The provincial subjects are divided into two parts - reserved and transferred. 

(3) Legislatures were expanded and 70% of its members were required to be elected. Class and Communal of the First Electoral Colleges expanded on the basis

M Srinivas , this was the first violation of the system of bureaucratic governance and the real beginning of representative governance. 

Salient Features of the Government of India Act 1919 

(1) Partially responsible governance in the provinces.

(2) To joint more Indians in the Provincial Executive Council.

(3) Reconstitution of the Provincial Legislative Councils.

(4) Unresponsive governance at the Centre.

(5) Appointment of more Indians in the Central Executive Council.

(6) Decision of the bicameral Central Legislative Assembly.

(7) Decrease in the control of the home government over Indian governance.

(8) Changes in the Council of India.

(9) Decentralization from centralization.

(10) Power division.

(11) Election.

(12) Suffrage.

(13) Establishment of Naresh Mandal.

(14) Transitional measures. 

(15) Women were given the right to vote.

Note - This act failed to fulfill the aspirations of the Indians. It was actually brought with the aim of exploiting India economically and keeping it enslaved for a long time.
